Access to Information
Access to information and freedom of expression are both international human rights.
The Malawi Parliament enacted the Access to Information (ATI) Act No. 13 of 2017 which was operationalized from 30th September 2020. Article 19 of both the UN Declaration on Human Rights and the International Covenant on Civil and Political Rights (ICCPR) states that the right to freedom of expression includes not only freedom to 'impart information and ideas of all kinds', but also freedom to 'seek' and 'receive' information 'regardless of frontiers' and in whatever medium.
The ATI Act seeks to provide for the right of access to information, defines the processes and procedures related to obtaining that information and promotes transparency and accountability of public officers.
